§ 46-3. Drainage requirements.

It shall be the duty of all owners or holders of lots to keep the lots clean and dry by filling up, leveling and ditching so as to prevent water from standing on such lots. It shall be the duty of all owners and occupants of real estate within the city limits to keep open all ditches and make new ones when necessary for the drainage of their lots. If after notice from the city police any person shall neglect or refuse to comply with the terms of this section, the work shall be done by the marshal, under direction of the city council, at the owner's or occupant's expense.
